Best night view of Hong Kong Harbour?

I had read it somewhere but can't remember the full details, but which venue can I go to, with free public access, to get a CLEAR RAISED view of Hong Kong Harbour at night??

I think it's some bar in Tsim Sha Tsui. I don't mind buying a drink to get access to the venue, but would decline if I had to pay a cover charge, or be a member, or resident of a hotel.
